I received a email for windows hosting , indicated For registering   custom DLL's , there is a 25 USD installation charge s

After Installation and working  custom dll's will get  modify as I chage the website content  and I need to update often and your administrator help is needed to do it, so do I need to pay  when I modify and update the dll's.?
